What decides a ticket's priority and its response target?

A ticket that fits no rule gets the slowest target, or none.

Priority is set when the ticket arrives, the target rules read the plan, and blank cases were tested Agents set the priority by hand when they pick the ticket up The plan is kept in tags or notes that the target rules do not read We have no response targets I'm not sure
